New ATI Drivers

 ATI have made available version 3.9.0 of their FGLRX drivers.
The new version includes in particular two new features, first the explicit regparm support for newer Redhat, Fedora and SuSE kernels and second the VIA KT400 motherboard chipsets are now recognized properly.
